A Washoe County Child Care Advisory Board Meeting has been scheduled for March 4, 2010 in the Board of County Commissioner's Chambers at 6:00 pm to discuss this new and exciting program. Child care providers are encouraged to attend to learn how the program works and to ask any questions you may have.

      Information for Pregnant Women Working in Education, Child Care, and Health Care Settings Concerning 2009 H1N1 Influenza Virus - Posted 11/18/09
     
On October 24, President Barack Obama signed a proclamation declaring swine flu a national emergency. To help early childhood programs react to this epidemic, the American Academy of Pediatrics has updated (as of October 21) its guidelines for early childhood programs. These guidelines offer detailed advice on the following recommendations:
       
  • Get vaccinated against the flu;
  • Stay home when sick;
  • Conduct daily health checks;
  • Separate ill children and staff;
  • Encourage hand hygiene and respiratory etiquette;
  • Perform routine environmental cleaning;
  • Encourage early treatment;
  • Consider selective early childhood program closures.

Revised Child Care Licensing Regulations and the Impact on the Training Approval Process

Several of The Nevada Registry's training approval processes related to the review and approval of initial courses of training (CPR, 1st Aid, SOI, Child Abuse and Neglect and SIDS) are being revised in response to newly adopted child care regulations. In an effort to ensure that all trainers and sponsors affected by the new regulations and the corresponding implications for training approval are appropriately informed, notification regarding these upcoming changes was sent via US mail on 11/6/09, via email on 11/16/09, and posted to this page on 11/16/09. Child Care Licensing Regulations Regarding Participation with The Nevada Registry

As per State Child Care Licensing regulations R112-06 and R001-09, participation in The Nevada Registry is now a requirement for all caregivers working in licensed child care settings. This requirement will be phased-in over the next 3-1/2 years. Please review the phase-in guidelines by clicking on the link below.

Regulations R112-06 and R032-07Adopted as of April 23, 2009! - Posted 10/16/09  

 

     
The Bureau of Services for Child Care recently sent a letter informing all child care providers in the State of Nevada of the adoption of the R112-06 and R032-07 regulations of Chapter 432A of the administrative code of Nevada as issued by the Secretary of State on April 23, 2009.  The Bureau will begin monitoring compliance of these regulations on April 1, 2010 unless otherwise noted in the provisions.

  R001-09 Proposed Regulation Update from Melissa Faul, Bureau Chief - Posted 8/5/09
   
The R001-09 proposed regulation document did not pass in the latest Legislative Commission meeting held April 22, 2009.  The R001-09 document, which includes Ratios/Group size and Director Qualification sections, needs to be heard in front of the Board for Child Care before going back to the Commission again.  Some of the effective dates with the document were changed.  At this time the Bureau of Services is working on filling board member slots and once that is complete an Adoption Hearing will be held, TBA.

  432A Proposed Regulation Update from Melissa Faul, Bureau Chief - Posted 4/24/09
   
The Legislative Commission met again on Wednesday, April 22, 2009 to hear the 432A proposed regulations.  Documents R032-07 and R112-06 were passed.  Congratulations to everyone who worked so hard on these!  The new document R001-09 was not passed, which included ratios, group size and director qualifications.  The next Legislative Commission meeting will be held in May - the schedule has not yet been posted.  There will be discussion as to the next steps in the proposals of the R001-09 document in the next week.
 
   
 
Attention! The 432A proposed regulations are scheduled to be heard by the Legislative Commission on April 22, 2009 at 4:00 pm. - Posted 4/14/09
   
Previous correspondence provided by the Bureau of Services for Child Care indicated that the R112-06, R032-07, and the new '09 proposed regulation document had to be heard by the Board for Child Care before the proposals could return to the Legislative Commission. However, since the third document (’09) will keep the same language that was in the original '07 document regarding ratios, group size, and director qualifications, the Board for Child Care will not have to adopt again.  The link for the Legislative Commission meeting is listed below.

  A NEW UPDATE ON THE PROPOSED REGULATIONS - Posted 2/26/09
   
Information previously provided by the Bureau of Services for Child Care indicated that the R112-06 document had passed, however, due to some confusion with the Legislative Commission meeting, they decided to hold the R112-06 document and not go forward with adoption. There will now be 3 separate documents; R112-06, R032-07 and a new document that does not have a LCB file number at this time.  Sections 10, 11, 21 and 22* will be taken out of the R032-07 document and added to a third document.  The third document (new) will include sections 10, 11, 21 and 22 and any other provisions that relate to those sections.  These sections will have new phase-in periods.  The next steps will include another Adoption Hearing held by the Board for Child Care and then a re-submission to the Legislative Commission.

  Update to Proposed Regulation Changes - Posted 2/17/09
   
On Tuesday, February 10th the 432A proposed regulations were heard at the Legislative Commission meeting.  The R112-06 document attached passed. However the attached R032-07 document did not pass. The Bureau of Child Care Services will returning to the Legislative Commission within 30 to 45 days to re-submit R032-07 document without sections 11, 21 and 22 (Director Qualifications, ratios and group size).  A new LCB document will then be created with just those 3 sections (11, 21 and 22). The Bureau will put a new phase in period for sections 11, 21 and 22 and then resubmit for another Adoption Hearing through the Board for Child Care. Frequently Asked Questions about Child Care Licensing
 
Mandated Reporting of Child Abuse and Neglect
Child care providers are one of many groups of professionals required to report known or reasonable suspicion of abuse and/or neglect of children in their care.  According to Nevada Revised Statute 432B.220, reports of suspected abuse must be made within 24 hours of becoming aware of such a concern.*  Reports can be made to any one of the agencies listed below:

Any other Child Welfare agency
* Child care providers in Washoe County are required to report a suspicion of abuse and/or neglect within one hour of becoming aware of such a concern.
  What to Expect When Making a Report
 
When making a report, you will be asked for specific information about the child. Collect as much of this information as possible before calling:
 
Name, child, address, age and sex of the child
 
Name and address of parents or other person responsible for care
 
Nature and extent of the abuse or neglect of the child
 
Evidence of any previously known or suspected abuse
 
The name, address and relationship, if known, of the person suspected of the abuse
  By law, all reports are kept anonymous (your name will not be released).
  Failure to Report
  Because child care providers are considered mandated reporters for suspicion of child abuse and neglect, failure to report could result in a misdemeanor charge.
  Professional Development and Training
 
Every child care provider in Nevada working in a licensed child care setting is required to complete training in the Recognition and Reporting of Child Abuse and Neglect within 90 days of employment. To find training in your area, please visit the online calendar of approved training.

The mission of the Bureau of Services for Child Care is to reduce the risk of harm to children placed in child care outside of their own home. To ensure the health, safety and proper treatment of children receiving out-of-home care, the Bureau has the responsibility for initial licensing, continued monitoring and providing technical assistance to child care facilities caring for five or more children not licensed by local entities. Facilities include child care centers, on-site centers, care for ill children, special needs centers, pre-schools, nurseries for infants and toddlers, accommodation facilities, family care homes, group care homes, institutions and outdoor youth programs. These functions are statewide and jurisdiction includes all rural counties, the incorporated areas of Clark County and designated federal, state and county operated programs for children.

Washoe County Child Care Services is responsible for regulating and monitoring the temporary care provided to children outside of their home by caregivers other than their natural parents.
